Leaving behind all the nominees for the “Outlook Speakout” awards, Odisha Chief Minister Naveen Patnaik has been announced as the Best Administrator in India.
He received the award from former President Pranab Mukherjee at the Outlook Speakout award function in New Delhi on Friday.
Accepting the award Patnaik said, “It is a proud moment of all of us; I dedicate this award to the four crore people of Odisha. We are on the right path. I will get satisfaction when our Odisha becomes the number one State in the country.”
Now, the State’s ruling Biju Janata Dal (BJD) is gearing up to hold grand reception for Patnaik on his return here from New Delhi on Sunday.
Patnaik was among Chief Ministers, Maharashtra’s Devendra Fadnavis, West Bengal’s Mamta Banerjee, Tripura’s Manik Sarkar, Bihar’s Nitish Kumar and Karnataka’s Siddaramaiah, nominated for the award, instituted by the Outlook publication group under the category of Best Administrator.
However, Patnaik became the winner as the Best Administrator in the country for his good work during floods and cyclones like Phailin and Hudhud that devastated Odisha many a time during his 18 years of rule.
“The 71-year-old Naveen Patnaik has been a Chief Minister for more than 17 years in Odisha, a feat accomplished by only a few leaders such as Jyoti Basu elsewhere in the country. Many attribute the success of the Biju Janata Dal president, son of former Chief Minister Biju Pattnaik, to his good work as an administrator. His handling of the situation arising out of the various cyclones is considered to be a copybook lesson in disaster management,” quoted the Outlook.

- Odisha has recorded one of the sharpest drops in poverty in the country with 80 lakh people raised above the poverty line. The poverty in Odisha has declined by 24.61 percentage point from 57.2% in 2004-05 to 39.59%, the highest reduction among major States.
- Once an importer of rice, it is now the third largest contributor to Public Distribution System. Odisha is the only State in the country to have doubled farmers’ income in the past 10 years.
- The State has registered the highest rate of decline in Infant Mortality Rate in the country since 2000. From being the highest IMR rate it has now brought down the rate to 40 per 1000 live birth, which is lower than the National average of 41.
The Outlook had nominated the public figures and dignitaries for presenting the awards under eight different categories including Best Socially Conscious Entrepreneur, Best Social Activist, Best Artist, Best Academician, Best Nonfiction Book/Author, Best Administrator, Best Journalist, Vinod Mehta Memorial Lifetime Achievement.
